The Universal Postal Union (UPU), an intergovernmental organization and specialized agency of the United Nations based in Berne (Switzerland), is inviting tenders for specialized consulting service to support the recasting of the UPU quality reporting system on the basis of the key strategic project on operational readiness for e-commerce and the key performance indicators set by the Postal Operations Council for the cycle 2017-2020 The consultant is expected to develop and provide: •Catalog of User’s/UPU Postal Operations Directorate (DOP) requirements •Functional specifications for each selected performance measure describing the source of the data for the measure, the methods used to calculate the measure, the format to display the information and the time frame for which the measure will be reported. •Functional requirements for the reporting architecture including o.a. the targets by year, region; the frequency and deadlines for report production; storage and access to historical performance. •High level project roadmap •Time frame for completion of entire quality reporting system recast including expected start and finish dates for each step and the needed resources. •Metrics and key performance indicators dictionary including the description of the intended result(s), the measurement(s) for each goal/objective, key performance indicators, targets and thresholds. •For the members, document on the selected performance measures and why they are relevant in e-commerce; list of areas to investigate to improve quality. Document to be extended over time with best practices, gained benefits. •Set of performance metrics (scorecards) designed to the specific business needs for use by senior and functional managers along the postal supply chain at global, regional and national levels. •Set of metrics for the day to day follow-up on aspects such as regularity of EDI transmission, completeness of EDI transactions, quality of EDI transactions. Working method: •Work plan defining all the project deliverables •Liaison with DOP appointed working group •Working meetings with DOP and PTC programmes •Communication via e-mails and WebEx •Documents should be made available in respect with established deadlines •Review/Feedback cycles •Periodical reporting The consultant should indicate the planning of developing and implementing the work and the remuneration that he/she expects to receive in Swiss francs. 2.3 Professional background •Experience in high-level project management, ideally from international projects. •Broad experience in the area of postal services. •Good knowledge of quality-of-service measurement and management, in particular using the UPU’s reporting and monitoring tools and systems, such as IPS/IPS.POST, the Quality Control System and similar systems. •Good knowledge of organizational and operational processes of postal services. •Good knowledge of national and international postal networks. •Insight into the level of support needed by participating designated operators in relation with operations, supply chain and quality improvement. •Interested in working in a multicultural community. •Results-oriented. •Capacity for analysis and synthesis. •Ability to cooperate in a complex environment.
